gnu: gst-plugins-base: Build with Meson.
* gnu/packages/gstreamer.scm (gst-plugins-base)[build-system]: Change to
MESON-BUILD-SYSTEM.
[outputs]: Remove.
[arguments]: Enable parallel tests. Disable doc generation and Mesa dependency.
