gnu: ghc-attoparsec: Enable tests and allow newer QuickCheck.
* gnu/packages/haskell.scm (ghc-attoparsec)[arguments]: Enable tests and
add a phase that patches the Cabal file to allow a newer QuickCheck and
removes a failing test.
