inferior: Support querying package replacements.
I'm looking at this to help with adding support for looking up package
replacements to store in the Guix Data Service.
* guix/inferior.scm (inferior-package-replacement): New procedure.
* tests/inferior.scm ("inferior-package-replacement"): New test.
