gnu: Add ruby-rspec-rails.
* gnu/packages/ruby.scm (ruby-rspec-support): Export this variable, so that
it's accessible from the (gnu packages rails) module.
* gnu/packages/rails.scm (ruby-rspec-rails): New variable.
