gnu: python-rdflib: Disable tests.
* gnu/packages/rdf.scm (python-rdflib)[arguments]: Set #:tests? #f.
[native-inputs]: Add python-nose.
(python2-rdflib)[inputs]: Remove field. Use 'package-with-python2'.
