gnu: gstreamer: Increase test timeouts.

* gnu/packages/gstreamer.scm (%common-gstreamer-phases): New variable.
(gstreamer, gst-plugins-base, gst-plugins-good, gst-plugins-bad,
gst-plugins-ugly, gst-editing-services)[arguments]: Use it.
