gnu: gettext: Work around Gnulib test failures on armhf-linux.
* gnu/packages/gettext.scm (gettext-minimal)[arguments]: In
'patch-tests' phase, conditionally apply "coreutils-gnulib-tests.patch"
on ARMv7.
