gnu: libpqxx: Update to 7.7.3.
* gnu/packages/databases.scm (libpqxx): Update to 7.7.3.
[source]: Use git.
[native-inputs]: Replace python-2 with python-wrapper. Add gcc-11.
[tests?]: Expound comment.
[phases]: Delete argument.
