(build-expression->derivation): Add #:substitutable? and honor it. * guix/gexp.scm (gexp->derivation): Likewise. * tests/derivations.scm ("derivation-prerequisites-to-build and substitutes, non-substitutable build"): Use #:substitutable? instead of #:local-build?.
