gnu: python: Remove outdated comment and phases.
* gnu/packages/python.scm (python-2.7)[arguments]: Don't set SOURCE_DATE_EPOCH
or make libraries writable, since those are handled by gnu-build-system.
(python-3.6): Don't override :#tests?.
