services: laminar: Set LAMINAR_BIND_RPC environment variable.
Earlier, the bind-rpc field of <laminar-configuration> was not used at
all. This was a bug.
* gnu/services/ci.scm (laminar-shepherd-service): Use bind-rpc to set
LAMINAR_BIND_RPC environment variable.
