* gnu/packages/base.scm (tar): Update to 1.30.
[source]: Remove 'tar-CVE-2016-6321.patch'.
* gnu/packages/patches/tar-CVE-2016-6321.patch: Remove.
* gnu/local.mk (dist_patch_DATA): Adjust accordingly.
