download: Load *.crt certificate bundles when *.pem files are missing.
Fixes <https://bugs.gnu.org/38254>.
* guix/build/download.scm (make-credendials-with-ca-trust-files): Look
for *.crt files under DIRECTORY when *.pem files cannot be found.
