services: hpcguix-web: Produce a log file and rotate it.
* gnu/services/web.scm (%hpcguix-web-log-file)
(%hpcguix-web-log-rotations): New variables.
(hpcguix-web-shepherd-service): Pass #:log-file.
(hpcguix-web-service-type): Extend ROTTLOG-SERVICE-TYPE.
