publish: Advertise a short TTL for "baking" 404s.
* guix/scripts/publish.scm (not-found): Add #:phrase and #:ttl
parameters and honor them.
* tests/publish.scm ("with cache"): Check the 'cache-control' header on
of the 404 response.
