gnu: petsc-openmpi: Fix compilation with Scotch 7.0.
* gnu/packages/maths.scm (petsc-openmpi)[inputs]: Add SCOTCH:METIS.
[arguments]: Add 'adjust-pt-scotch-library-names' phase.
