import: github: Reuse HTTP connection for the /tags URL fallback.
* guix/import/github.scm (fetch-releases-or-tags): Call
'open-connection-for-uri' and reuse the same connection for the two
'http-fetch' calls.
* .dir-locals.el (scheme-mode): Add 'call-with-port'.
