gnu: cpplint: Update to 1.5.5.
* gnu/packages/cpp.scm (cpplint): Update to 1.5.5.
[arguments]: Remove obsolete phase. Override check phase.
[native-inputs]: Add PYTHON-COVERAGE and PYTHON-TESTFIXTURES.
